Small Packets

Small Packets
  • A service introduced to send goods containing commercial material at a reduced rate. It is used specifically for sending samples of commercial goods.
  • Service Available only in Sea Mail

  • Postage must be paid in advance by affixing postage stamps or by stamping with a franking machine.
  • Postage is determined relative to the weight of the package.
Size and Weight Limits
  • Maximum size limits are,
    Maximum size Maximum length + width + Height                : 900mm
    Maximum length on the longest side              : 610mm limits are,
  • If in roll form,
    Maximum length + (diameter × 2)                  : 1037 mm
    Maximum length on the longest side              : 889 mm
  • The minimum size limit is,
    Minimum length                             : 140 mm
    Minimum width                              : 90 mm
  • In the case of a long, square, strong cardboard product, the minimum size limit is,
    The sum of the lengths of two adjacent sides            : 160 mm
    The length of the minimum long side             : 40 mm
  • The maximum weight limit is 1kg.
Unpaid or Underpaid Small Packets
  • Small packets that cannot be corrected by the sender will be subject to a surcharge for the fee or shortfall in the fee, subject to a minimum surcharge fee.
Special Provisions
  • The packet must be marked ‘Small Packets’ on the top left-hand side.
  • The following items may not be sent in small packets.
    • Letters or notes or documents, etc., in the form of personal documents of the present date
    • Postage stamps, whether or not cancelled, or anything previously used for payment of fees
    • Any paper of monetary value
    • Coins and/or banknotes
  • Only the following items are permitted to be marked on the outside or inside of the packet.
    • Names and addresses of sender and recipient, professions or positions, date of sending, sender’s signature, telephone numbers, ‘reply’ notes, postal or bank account numbers, serial numbers, identification numbers, etc.
    • Manufacturer’s mark or trademark, brief description of the product or sample, identification number
    • Prices, method of payment, names, etc.
    • Weight, dimensions, quantities sent
    • Details of the material including country of manufacture
  • Glass or other breakable articles, liquids, oils, fats, paints, powders, live bees, leeches, tapeworm eggs or samples of parasites, insecticide packets, etc. exchanged between government-recognized institutions used for the control of harmful insects may be posted in small packets. When sending such goods, they must be packed and processed according to the prescribed method. (The rules for packing and processing of domestic and foreign parcels apply.)
  • If they are packed and processed according to the usual methods, but are sealed in transparent envelopes so that the contents can be inspected, they may be accepted as special. These regulations also apply to industrial vegetables, etc., which are sealed by the manufacturer or sealed by an inspection authority in the country of origin.
  • • When sending small packets, they must be presented to a post office officer for inspection. Furthermore, steps will be taken to verify the identity of the sender.
  • The CN22 Customs Declaration (Green Label) must be correctly filled in by the sender, signed and affixed to the surface of the goods. However, if the value of the goods exceeds Rs. 600.00, CN23 must be filled in instead of CN22.
  • If a small packet is liable to customs duty, it is specifically called a ‘customs duty packet’ (CD).
  • Small packets may be registered. However, they cannot be insured.
Small packets contrary to regulations and restrictions
  • The contents of which are easily inspected and received at the post office or are open or the contents are in breach of the provisions of the small packet classification or of the size and/or weight limits, shall not be sent under this class.
  • These shall be presented to the ‘RLO’ for return to the sender or, if the sender is not mentioned, for clearance.
  • If an article marked as a small packet contrary to regulations and/or restrictions is found at a transit post office,
    • It can be sent back to the original office.
    • If, in sending this, it is necessary to send it in a class other than the one mentioned, additional charges will be levied in accordance with the relevant regulations.
    • However, if the weight limit of a particular class is exceeded, additional charges may be levied for that weight.
