Normal Letter / International Mail

Send Mail Articles at low Cost - Internationally
  • A popular type of postal item used to send items other than those that cannot be sent in letters. (Only letters or documents can be sent under letter mail.) Air Mail and Sea Mail are both available.
  • Letters can be posted to a letter box, but must be delivered to the counter in the following cases:
    • Letters to be registered
    • Letters to be insured
    • Letters for which postage is paid by stamping machines
    • Letters too large to be delivered to a letter box
    • Letters mailed on a certificate of mailing
    • Express letters
    • Letters mailed under overseas bulk mail
    • Letters with high-value stamps
  • Items with high-value stamps accepted at the counter will have their stamps cancelled by the counter officer in the presence of the person delivering them. The items will not be returned for any reason. Furthermore, these items will be accepted whenever the counter is open to the public.

Size and Weight Limits
    • Maximum size limits are,

Maximum length + width + Height                :900mm
Maximum length on the longest side              :610mm

If in roll form,
Maximum length + (diameter × 2)                  : 1037 mm
Maximum length on the longest side              : 889 mm

    • The minimum size limit is,

Minimum length                                              : 140 mm
Minimum width                                              : 90 mm

In the case of a long, square, strong cardboard product, the minimum size limit is,
The sum of the lengths of two adjacent sides            : 160 mm
The length of the minimum long side             : 40 mm

  • Maximum Weight 2kg
Unpaid or underpaid letters
  • In the case of unpaid or underpaid letters, the sender will be contacted and the rectification will be made. However, if there is a delay in contacting the sender, the following actions will be taken regarding letters submitted for sending by air mail.
    • If the airmail fee has not been paid, the item will be sent by sea mail, and a fee of double the sea mail fee will be charged to the addressee.
    • If part of the airmail fee has been paid and the fees so paid are not less than 75% of the airmail fee, the item will be sent by sea mail, and a fee of double the airmail fee will be charged to the addressee.
    • Where a part of the airmail rate has been paid and the rate so paid is less than 75% of the rate, the item will be sent by sea mail, and a rate of double the shortfall in the sea mail rate will be charged to the addressee.
    • The minimum surcharge on Unpaid or underpaid Articles charged in the above cases varies by country, and in Sri Lanka it is Rs. 160/-
    • For letters submitted for sea mail which cannot be rectified by the sender, a surcharge will be charged subject to the minimum postage charge or shortfall in the rate.
Special Provisions
  • A letter shall not contain any letter, note or document in the personal form of any person other than the addressee or those living with him.
  • The top right-hand side of the letter shall be reserved for the charge, the bottom right-hand side for the address of the addressee, and the bottom left-hand side for the address of the sender. If the address of the sender cannot be written on the front, the back side may be written. (The address of the sender is not mandatory.)
  • Coins (bank notes, currency notes, bills of exchange, etc.) and jewelry (gold, silver, platinum or materials made of them, gems, gold or silver jewelry, etc.) may be sent by letter post, but they must be sent as registered letters with a stamped seal.
  • If a letter, by its appearance, could be mistaken for a postal item of another class, the word ‘letter’ shall be written on the front of such a letter.
  • Letters can be registered. They can be insured. Certificates of postage can be obtained
  • Because they pass through different climatic zones, travel long distances, and are exchanged at different places when going abroad, they should be sent better packed and prepared.
Letters contrary to the statutes and restrictions
  • Letters contrary to the statutes and restrictions, even if they have been paid to be sent as letters, will be transferred as parcel post if they can be transferred.
  • However, if such letters simply exceed the size limit or are not packed sufficiently to be sent as parcels, or if parcel post cannot accept such items, such items will not be forwarded.
  • Letters that are unsuitable for transfer as parcel post for other reasons (such as containing perishable items such as fish) and are so unpleasant as to be harmful to health, will be destroyed immediately.
