Bulk Mail

Send mail article as a bulk
  • A service available for articles received at the Central Mail Exchange in bulk.
  • This bulk mail service also operates a service to collect articles from relevant institutions. For this an additional monthly fee of Rs. 10,000/- will be charged for collecting articles within Colombo 1-15, and Rs. 15,000/- will be charged for outside Colombo.
  • The amount calculated after counting the articles is collected by cheque or cash at the end of the month.

Business Bulk Mail
  • A service that facilitates the mailing of articles by business institutions. This service is operated at the Central Post Office.
  • For this, one must register at the Postal HeadQuarters. There, an amount corresponding to the value of the amount being mailed must be deposited as a deposit.
  • An authorized number is issued under the BM number, which must be printed on the articles.
  • Stamps are not used for this. When mailing the articles, they must be handed over to the Business Bulk Mail Division of the Central Mail Exchange.

M Bulk Mail

A service designed to provide special facilities for the delivery of articles in bulk by an institution. This service is available for 

  • Ordinary letters
  • Registered letters
  • Postcards
  • Open printed packets
  • The service is not available for foreign goods.
Registration
  • If an institution wishes to avail of this service, the request of that institution and the departmental application form should be completed and sent to the Postal Headquarters, stating true and correct information.
  • For this purpose, the Postal Headquarters will issue a number called ‘Bulk Facility Permit Number.
  • The articles should be posted only from the post office chosen by the applicant.
  • If this facility is obtained on a postpaid basis, the applicant should deposit an amount equal to the amount of articles expected to be sent to the post office monthly in cash or through a bank security deposit in the name of the Postmaster General. The minimum amount within the Colombo 1-15 Area is Rs. 25,000/-. For outlying areas, the minimum amount is Rs. 10,000/-.To obtain this facility for the first time, a registration fee of Rs. 5,000/- should be paid. To maintain this service annually, a fee of Rs. 3,000/- should be paid per year.
  • Annual renewal of registration is done only through the headquarters. Application for renewal should be made before 20th December. After submitting the receipt of deposit fee or bank security slip along with the Bulk Mail Facility Application Form, the license number will be issued. At the Head Office, a license number will be issued with the letter M and at the Regional Offices, a license number will be issued with the letter M and the code number of the post office in addition to the letter M.

Processing and Acceptance
  • The license number must be printed or rubber stamped above the recipient’s address.
  • Registered and ordinary articles should be processed separately.
  • The address of the institution should be printed or written on the bottom left of the envelop of the articles.
  • The articles should be delivered to the counter of the office mentioned in the license. Similarly, these articles should be delivered separately as Colombo Division and Outlying Division.
  • When delivering articles to the office, the authorization letter issued to Institute should be presented to the Postmaster.
  • When accepting, a report stating the postage charges according to the weight of the articles for the quantity of articles should be submitted in two copies. They are checked, date stamped and a carbon copy is given to the sender.
  • Registered articles are accepted from the letter carrier only if there are more than ten articles at a time. The address of the sender and the recipient should be listed in it and given in three copies.
Collection of money
  • The amount to be collected for the facilities obtained under the postpaid basis should be calculated during the relevant month and the amount should be paid to the Post Office before the 5th day of the following month. The amount to be paid will be notified in writing by the Postmaster at the end of the month.
  • However, in the event that the amount exceeds the deposit amount or the value of the bank securities, the Postmaster will issue an invoice for the entire amount and collect the amount within 7 days. Under no circumstances should articles be sent in excess of the deposit amount.
  • If the Postmaster informs that the monthly fixed deposit amount of the institutions that have received the service on a postpaid basis is insufficient, the beneficiary is obliged to increase the deposit amount.
  • Payment can be made in cash or by cheque. A general 172 receipt will be issued on receipt of the money. Cheques should be made payable to the Postmaster General.
