  • The current Free Postal Facility service has replaced the previous general system of sending postal items for official purposes without postage charges, which was called ‘For Public Service’.
  • Under the Free Postal Facility, the government allocates annual allocations to certain government institutions to send relevant postal items for official purposes only, without affixing stamps to the post office.
  • An institution that has received the Free Postal Facility must notify the Free Postal Facility Division of the Post Office Headquarters in writing, specifying the post office to which it intends to mail the items. An authorized document stating the amount of the allocation must also be submitted.
  • An identity number is issued to each institution for this free postal facility. This is communicated to the relevant institution as well as to the Postmaster of the post office to which the institution intends to mail the items.

When receiving service from the Wellawatte Post Office,

  • All items sent to the post under the Free Postal Facility must meet the following requirements.

    • All items must be handed over to the counter of the relevant post office.
    • The given number must be written or printed with a rubber stamp on the face of the items.
    • Each item must have the official seal of an authorized person of the relevant institution.
    • A document with duplicate stating the quantity of the items and the postage corresponding to the weight of each item and the total of those charges must be submitted with the items.
    • The document must have the Free Postal Facility number, the official seal and signature of the authorized person.
    • For registered items, the above document must be prepared in triplicate with addresses.
    • When presenting these items to the counter, the officer should check whether the postage appropriate to the weight has been recorded, sign and date stamp both copies of the document and give the second copy to the customer.
    • When the provision limit is about to expire, the Postmaster will inform the relevant institution. Postal Articles, exceeding the provision limit will never be accepted.
    • Free postal facility obtained through one post office can be transferred to another post office. For this, a written request from the relevant institution should be forwarded to the Postal Headquarters through the Postmaster of the original office.
  • Free postal facility for Members of Parliament
    • Free postal facility can also be obtained for Members of Parliament and Provincial Councils, but a different procedure is followed for this.
    • A special stamp is issued here, and stamps of equal value to the annual allowance of the Member of Parliament can be obtained from the Parliamentary Post Office.
    • Articles can be mailed using these stamps, and the official seal of the Member of Parliament should be affixed on the face of such articles.
      • At present, there is an annual allowance limit of Rs. 350,000/- for a Member of Parliament and Rs. 48,000/– for a Member of Provincial Council.
      • There are various restrictions on this privilege enjoyed by members of parliament. Such restrictions are notified through circulars from time to time. Some of such restrictions are,

      For example:
        The facility ends after the term of office of the member of parliament ends.

      The facility stops when an election is declared.
